Clarification on Background Screening for Parent Organizations

This memorandum clarifies the background screening requirements for licensed agencies under parent organizations, as outlined in 9 CSR 10-5.190. If a parent organization oversees multiple licensed agencies, it has the option to conduct a single background screening for employees who work at multiple agencies within its network.

In such cases, each individual agency where the employee works does not need to request a separate screening. However, every licensed agency must maintain a copy of the background screening results initiated by the parent organization in its employee files. Furthermore, if a parent organization’s screening is used, the corporate owner information for the parent organization must be included in the licensure application.

Required Components of Background Screenings

All background screenings in Missouri should include the following checks:
  • A Missouri State Highway Patrol criminal background check.
  • An inquiry with the Department of Mental Health (DMH) to verify the employee’s status on the disqualification registry.
  • An inquiry with the Department of Health and Senior Services (DHSS) to ensure the individual is not on the employee disqualification list

These screening components are handled by the Family Care Safety Registry (FCSR), which is administered by the DHSS.
